currys sold me a used tv as new

Seems to me the display ticket would have referred to the fact that the television was ex-display/ used and that the price was reduced accordingly. If it didn't, then the OP has a case.0

currys have just rang and said they have found the 2 missing parts and that I can either have a full refund or 10% off the used tv ,they cannot replace the tv as they have no more in stock at Ipswich even though Colchester has them in stock they cannot move stock about from store to store apparently. it is so upsetting I had really been looking forward to getting this tv now it is all topsy turvey and I don't know what to do for the best now.0

Simple, take the refund and buy it elsewhere.0

Personally, if I wasn't happy with a product or a situation I would get a refund, but ultimately, it's up to you, and if you feel you can live with that particular tv.0

Ultimately you can't do much better than a full refund.
So you could take the refund and buy a new TV elsewhere, or take the 10%.
Was it a good deal in the first place? I.e. are you likely to get something as good if you get a full refund?0 -

take the refund and go to the colchester store and buy it. Problem solved.0 -
I would take the refund then go down to Colchester and buy one from there making sure it is brand new, it is only 19 miles down the A12.0

Do Colchester not use the same delivery and as the store you got it from? If do, tell them you want an exchange AND free delivery from them for your inconvenience.0
