But it does go on as well as other methods according to trucknet.com "Heating Oil Should you be concerned?" ( sorry can't post a link as I'm a newbie!).

I was totally naive about the whole thing but now I will be supervising my next delivery (from a national company which is a shame as I prefer to use local services where I can). Plus I will be Sharpie marking my tank before from my dipstick measurement which seems to be the most accurate you can hope for anyway. Would you advise another method of measuring?

If anything I hope other readers see this and are more aware.

    The OP possibly isn't wrong.

I have actually been told that it is possible to arrange an 'off the books' delivery of oil locally and that oil has to have come from either the supplier, or customers not receiving full measure.

It was told in such a way that I was left with no evidence to hand to the company in question (or to the police, for that matter) but with little doubt that it was true.

    If in doubt:

    What you are looking for:
    • if your delivery is by meter, the driver must give you a delivery ticket with the quantity on it (the difference between one printed quantity number and another)
    • inspect the ticket put into the meter for printing, before the fuel is transferred to your tank - make sure it is your ticket which is inserted at the start of the transaction and remains in the meter until it is printed again on completion
    • when the ticket is inserted, check that the meter shows zero - at the end of the delivery, check the quantity on the meter is the same as on your ticket
    • if you miss the delivery, scrutinise the delivery note, to make sure it is clear and complete - if you don't receive a delivery note, report it to the supplier or your local trading standards service
    see trading standards here.
