Blurred graphics with windows 7

I upgraded my PC as well as having windows 7. So far, I thnk it is inferior to XP. It doesn't look as good, has no Outlook Express and now my graphics are blurry I have a Dell hi res monitor that works beautifully on my old machine. I have it on my windows 7 machine and I get blurred banding down the screen at intervals. It's not the monitor as it works fine with my other machine. I have the correct drivers installed so what can it be ? Windows 7 probably.

Outlook Express is dead I'm afraid, but Windows Live Mail is it's replacement and is good IMO.
the blurring issue won't be just Windows 7 - millions of people use it - as above, it will likelybe a graphics/resolution setting somewhere - have you checked there isn't a newer driver for you graphics card?0 -
Have you clicked start, then typed clear type to adjust that?0

if you upgraded the os only, not the graphics card, -- drivers or resoultion
try thunderbird!!

The problem is your PC spec. That model is approaching 10 years old. You will have driver issues in terms of Windows 7 support. You need a GPU that supports Direct X 9 to be able to display W7 properly. DX9 isn't a tall order anymore, so the fact your machine doesn't support it means it is very outdated. On a worthy spec'd PC, W7 is superior to XP in many ways and the fact you are using Outlook Express as a point of complaint shows you are stuck in your ways a little. You need to bite the bullet and upgrade your hardware.
Windows XP will no longer be supported or updated by Microsoft after April 2014 so it will be dead at that point.0 -

I think the OP has a 'custom made PC' which may have a problem with it. Banding is not normal for any OS.
Check the screen refresh rate whilst you are at it.0 -
