With the introduction of the new regulations in October'12, does this change the fact that we are not obliged to say who was driving the vehicle at the time of the alleged offence?

You are not obliged to to say who was driving the vehicle at the time of the alleged offence, but under POFA, if you don't, they can now hold the registered keeper liable regardless of who was actually driving.0

That is right, the RK is under no obligation to inform the PPC who was the driver. But the PPC now can pursue the RK if they do not. But the enforceableness of the PPC's tickets is the same. That's providing that they comply with everything in the BPA CoP and POFA 2012, haven't seen one which does yetWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
