Quasi cash - cash advance fee refund?

Not sure if this is the right place to post but anyway I'm off to Ukraine on Saturday, I'd read about Ukrainian currency being difficult to get a hold of but not impossible so I ordered some from travelex just under 2 weeks ago, they charged me an £8 credit card fee and then I realised that my credit card (mbna) had hit me with a "quasi cash" cash advance payment fee of £28 even though I'm pre-ordering cash and physically won't have it until a day after my payday...but today Travelex contacted me to say that they cannot fulfil my order so would I like a full refund, if I say yes is there any hope of mbna refunding the £28 that they took from me? The alternative is that they have some Ukrainian currency and they can make the rest of my order up in euros or dollars

Let me get this right, less than 2 weeks ago your ordered some foreign currency on your credit card.
The company took your money and now, the day before you intend to travel, they say they cannot supply what they have taken your money for.
... And they are wondering if you would like a refund??? :cool:
I suggest you speak to your card provider about the whole situation.0
