Sorry to hear about your Daughters feet.
I used to work at a Clarks shop myself and am a trained fitter, it was clear that the young man did not know exactly what he was doing, I often found the Buckle to be a common problem with fitting children's shoes, even if the size and width was perfect!
Clarks work on a 6 point check system, which you should be able to figure out if you watch closely enough, you can also ask for an explanation as to what they are doing/checking for (althoigh they SHOULD be doing this anyway!) The manager or supervisor SHOULD really have checked more than just a walk up and down and that is unacceptable.
You are perfectly within your rights to return the shoes for a full refund or exchange for a PROPERLY fitted pair of shoes, I would also complain to the manager about the person who checked the shoes (it isn't the young man's fault the supervisors are there to make sure this sort of thing DOESN'T happen). All trained fitters shoukd have a badge. You are perfectly within your right to also ask for a second opinion on the fitting (just explain about previous bad experience so as not to offend) or ask them to check a certain part of the fit. If it WAS the manager who checked the shoes then you should definitely get hold if the Head Office.
Be sure to let the manager or till person know that the fitter was a trainee and was not checked by the supervisor properly, as he will get penalised for such an abysmal fitting, and could get dismissed.

Unfortunately new staff don't get proper "training" until they to to a fitting course, they are held every few months for new members of staff, until them they are trained by shadowing a more experienced member. The rest is correct though, after they have Ben shadowing for a few shifts they will be shadowed by someone and the fittings checked, they then start their "50 fits", in which they must CORRECTLY fit 50 pairs of shoes before going to get them checked (they can fit other shoes and deem them unsuitable), as long as the final pair of shoe(s) fit fine then it gets recorded. ONLY after they have done both their 50 fits and gone to the training course are they certified (oh yes there is a certificate) and get their "trained fitter" badge and status0 -
Years ago, my DD had a similar issue, big bloody blisters from Clarks fitted shoes. I took them back and explained the problem and they were lovely - v apologetic, refund and new shoes fitted. Definitely take them back and complain.0
