Urgent Help Needed Pls

I am posting on behalf of my boyfriend.
He runs a small business
Last year he got a water bill for £800, he paid it and told them to disconnect it as he doesnt need it in his shop.
They didnt move forward with this and today he has received a bill for £1400, with a letter saying he must pay this then they will consider capping it off for a £500 fee.
He doesnt use the water and never has.
His fellow shop keepers in same street pay £200-400 a year, his shop is smaller or same size as theirs.
Firstly why is his bill so large?
Secondly if he pays this his business will fold as times are tight, is there anything he can do?
