    Yes, I think maybe they have changed their story. below I paste text from their 23 April letter so you can see the text. Sorry reading it now I see they did not use the word Constant, that I did in my paraphrase. However, I was visiting the car approx every 10mins, so within that period he should have seen me once or twice.



    With regard to this PCN, I am satisfied that it has been issued correctly.

    Thank you for your correspondence regarding the above Penalty Charge Notice (PCN), issued as the Civil Enforcement Officer (CEO) believed the vehicle to be parked on a single yellow line when no waiting restrictions were in force.

    Your challenge against this PCN has been rejected because although you have stated in your correspondence that you did not see any signage to indicate parking restrictions, I must advise that the yellow line restrictions are indicated by the Controlled Parking Zone (CPZ) sign as you enter the zone.

    In your correspondence you have also stated that the vehicle was parked for unloading purposes. At this location, the regulations allow you to unload for 20 minutes. As your vehicle displayed a sign stating you were moving house, the CEO observed your vehicle for 20 minutes. The CEO did not see any unloading activity taking place during this time so the PCN was issued.

    I am able to offer you a further 14 days, from the date of this letter, to pay the PCN at the discounted rate. You now have two options:

    Please now make a payment of £65.00. This is the discounted rate and the charge will revert to its full amount of £130.00 if we do not receive the 50% discounted payment within the specified 14 days. Payments can be made by:

    - Cheque or Postal Order made payable to 'City of Westminster'. This should be sent to Parking Services, City of Westminster, PO Box 396, Warrington, WA55 1EL. Please state the PCN number on the back of the cheque/PO.
    - Visa/Delta/MasterCard/Maestro/Switch. You can call Westminster Parking Services on 020 7823 4567. Lines are open 24 hours a day, 365 days a year.

    Frustratingly I see that the Parking and Traffic Appeals Service can make binding decision to approve the PCN, but not reject it! They can only make a recommendation to Westminster. There is no parity of terms, how unfair a system. It's a shame they don't have an audio recording, as I would like to hear that with the adjudicator present so this PCN could be repreman

    I note on PA Daily Acitivy Report the PCN has also been dishonest. Claiming I insulted him. I never swear, he was very rude and abrupt with me when we did speak. I didn't respond angrily in anyway. He then kindly explained how to avoid future PCN by moving my valve positions. So I'm surprised.

    Its a sham there is no audio recording, I would like to hear that with the adjudicator present so this PCN could be reminded to be truthful.

    The Traffic Management order they provided makes it really clear that not more than 20mins unloading is allowed. The PCN did wait this time. So on this basis I expect the adjuicator would not give me the win.

    It sounds like the clock does not get reset each time I returned to the car every ~10mins.

    Forgot to add: I've received the enclosures now. Westminster sent them with the same covering letter to my old address.

    The clock doesn't reset, you should have moved the van a bit or turned it round.

    Ok, that's a good workaround :) The CEO kindly told me this tip too. He said just move the wheels a bit.

    that tip would be really useful in the MSE parking guide, do you know who could add it to the sheet?
