yeh same, for my council the starting salary for a benefits officer is about half that £18ph, bit less in fact.
£18ph / £32k pa would be two grades above my manager, so someone with responsibility for a department.
Id expect more in London maybe or for very short contract work but thats certainly not what most of us are earning.

The reason why many Local Authorities are employing people in the Benefits Department on short term contracts is to deal with the extra workload generated by the Government's welfare reforms.
Once Universal Credit gets rolled out across the Country your Housing Benefit will become Universal Credit and your local Council will no longer have anything to do with Housing Benefit claims.
There will no longer be a local office to go to and instead you will have to phone some call centre speaking to a different person every time.
Local Council Benefits Offices will only deal with Local Council Tax Support schemes.These are my own views and you should seek advice from your local Benefits Department or CAB.0 -

The administration of Housing Benefit by Local Authorities is subsidised by the DWP with a grant to Local Authorities.
This year the grant has been cut meaning Local Authorities have less money this year to administer benefit claims at a time of increasing workloads due to the Governments various reforms.
