They don't do mitigating circumstances, they are not a council who can. But please create your own thread below to discuss this, as this situation is different to yours.
Please don't put further details that could identify yourself on the new thread you create

hi, just wondering, if I decided to appeal, on what grounds is best? I know they will reject it in the first instance parking eye will, but its the start before popla.
also, will that also remove the ability to pay the reduced fee if I do appeal?0 -

In post #8 above I gave links for that purpose, to answer that question. You aren't writing a normal appeal about what YOU did. It's a challenge to what THEY did!also, will that also remove the ability to pay the reduced fee if I do appeal?
Of course, but that's just a bribe. Who cares? No-one here actually pays these fake PCNs!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

if I don't appeal and then ignore further correspondence, can I seek help if it does go to court in the rare event they decide to persue it?0

Yes you can post details of the court claim on Pepipoo, and someone will help you with a defence.if I don't appeal and then ignore further correspondence, can I seek help if it does go to court in the rare event they decide to persue it?
But with PE, court claims are becoming far less rare, they have already started digging up old unpaid tickets from 2011, and in law they have up to 6 years to bring a claim, so even if you ignore it now and nothing happens, there's no guarantee they won't resurrect it at some point in the future.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.0 -
People will help you on here and https://www.pepipoo.com if you need it, they have now a team of people who can help formulate a defence for this. When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
