Might be a few minutes longer than an hour but if you like walking the Ribble Valley/ Forest of Bowland are good.0

Chester is a lovely city, and the zoo is a lovely way to while away a few hours (loads of new babies to see...so cute!!)
Or head further into Cheshire and take a walk through Delamere Forest.
Or North Wales is probably OK within that timeframe too0 -
for countryside, you can go in any of 3 directions..north wales, snowdonia - lots of good walking, villages to potter in etc
Peaks - Buxton and surrounds,
or Lancashire as suggested already..
what type of accommodation do you want and what budget?

Chester and Delamere Forest within an hour !!!, the way the traffic is on the Runcorn Bridge i'd still only be in Widnes in an hour.Liverpool is one of the wonders of Britain,
What it may grow to in time, I know not what.

Morecambe and surrounding area (Gorgeous scenery and beaches, just make sure you choose a nice place to stay). Or, drive a bit further and go to the Lake District. You can't go wrong. Kendal is a bit cheaper and on the doorstep. My personal advice is stay in Morecambe or Lancaster and drive to the lakes for the day as it is only 20 miles to kendal and 30 to Windermere. That way you get drier weather and cheaper accommodation but still get to access beautiful countryside.

You can go through the Mersey tunnel and get to Chester that way well within an hour
If you were going from Liverpool to Chester you'd better off taking the train, there's one every fifteen minutes and by the time you've paid to park in Chester the train is bound to be cheaper. It takes just over forty minutes and that's including stopping at about half a million (*) stations along the way. The main downside is that the trains Miseryrail operate are always grotty and smelly.
(* - A slight exaggeration). The fridge is empty, the walls are damp, there's no hot water
And I look like a tramp and tramps like us
Baby we were born to walk0
