How about sending a complaint letter jointly to UKCPS and to the Retail Park Management stating that the continued demands and lack of POPLA code, and lack of compliant Notice to Keeper breaches the BPA Code of Practice.
State that this is now harassment and you are minded to sue both parties for damages if this isn't stopped right now.

Just an update and request for some help.
Thanks to the advice so far btw.
I've written to UKCPS with the wording as advised. Had a reply last week. Saying they reject my appeal etc etc. Also they say I can request a POPLA number if I want (even though I requested this in the original appeal!!)
Just wondering what I should do next?

Once again this bunch of clowns are playing fast and loose with the rules. They should give you the POPLA code automatically when they reject your appeal. This needs reporting to the BPA and POPLA.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

From the POPLA Annual Report http://www.britishparking.co.uk/write/Documents/AOS/POPLA_report_embargoed_until_2pm_4.6.13.pdfIf representations are made to the operator in respect of the parking charge notice and are accepted, then the parking charge notice will be cancelled. If the representations are not accepted the operator must send the rejection notice to the motorist with the reasons for the rejection. They should also include an appeal form, as well is the verification code, allowing the motorist to appeal to POPLA. In the case of online representations, the appeal form can be replaced by a link to the POPLA website but must always include the verification code. Operators should not need to be asked for this by the motorist.0

Yes but you will need to demand the POPLA code from UKCPS anyway; you cannot contact POPLA without it. And please please do not just send a normal appeal to POPLA when you do get the code. You need to read up on POPLA appeal examples and make it a winner. A normal appeal will not work at POPLA.

Putting it simply - mitigation doesn't work. POPLA say that in 1 year, they have only sent 3 mitigation appeals back to PPCs to reconsider.
What does win are the points covered in the POPLD DECISIONS sticky and elsewhere on here. And these are all procedural or failure to follow POFA 2012/BPA COP guidelines or PPC not proving they have the right to charge you anything.
A couple of guys on here will give you help off line when you come back with your POPLA code.0
