If it's significantly cheaper than everybody else's offers then, yes, one's first suspicion should be that they have not yet applied a rise.

You`re not tied in at all so why not vote with your feet.
If you go for their capped tariff you`re locked in and E.D.F. is cheaper and you`re free to escape.
Does anyone have the tariff details on Spark energy?
The feedback does scare me off, I don`t think we have had any decent reviews.

Electricity unit rate per KWh 10.107p
Gas unit rate per KWh 3.395p
Electricity standing charge - Supply 17.850p per day
Gas standing charge - Supply 19.740p per day0 -
The only problem is that this deal will finish in June, and we are scratching around to find a replacement one. As some people have said "it was good whilst we had it"!0
