Parking ticket from Wings

Hi all,

I am looking for a little advice please. My dad got a "Parking Charge Notice" for parking in the car park of a local estate in the borough of greenwich. The ticket says on it "PARKING CHARGE NOTICE" and has the Royal borough of Greenwich emblem at the top and says they are working on the behalf of Royal Borough of Greenwich. The reason for the ticket was for not displaying the a Parking Permit.

I visited the Greenwich council website and they seem to suggest they do have some sort of partnership:-

I am wondering if he has any chance to get out of this ?

I did look at other threads, but didn't notice any others that had the council emblem on them

    Wing parking try to disguise their tickets to look like council ones, even with the emblem on the ticket this is not penalty charge and could be ignored or if he wishes to appeal to them then to popla when it's turned down. Popla by the way are the independent appeals service.

    Ignoring is okay to do if he can live with spam through the letterbox, these jokers do not do court so it is a real option.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Let the results load and spend a bit of time reading those threads (post-October 2012 ones only)...you should see that they are well known to use a Council logo and misleading wording on the fake PCN as well, plus they don't offer POPLA when they have to (read the forum if you don't known about POPLA).

    Been covered loads of times, here's someone's recent experience on pepipoo forum as well:

    Appeal and see what rubbish they reply with. Don't ignore them (they will send you lots of scary letters so better to get this cancelled by POPLA). Have a bit of fun spotting all their breaches of the BPA code and the Protrection of Freedoms Act! And when they fail to provide a POPLA code you will have them over a barrel.

    Oh look, Wing think they don't have to provide a POPLA code, so as you are the lucky one with one of their rubbish fake PCNs, why not report this to the BPA and the DVLA because this is a clear breach:

    ''Wing Parking issue a variety of Parking Notices on behalf of numerous Clients, many of whom operate their own appeals system. In particular, the right to appeal to POPLA may not apply to parking notices issued on behalf of Local Authority clients.''

    I've taken your post and to help clarify it I've 'deleted' the unnecessary bits, leaving those bits that are relevant.

    When you do this it's easier to see what's going on....

    It's private parking so the answer is simple....ignore

    Nope, that used to be the advice, and is still an option for those who don't mind the flurry of debt collector scary letters. But usually we now say (unless in Scotland/NI) appeal with a legal challenge and then use POPLA to hopefully cancel the fake PCN at the PPC's expense.

    And in this case there are soooo many flaws with the way Wing operate that we are dying to get these in front of POPLA at Wing's expense!

    What's not to like about reporting them to the BPA and DVLA and making them pay for a POPLA appeal that whey WILL lose if we help word it? Then the person doesn't have to live in fear of all the debt collector letters and Wing will have suffered by it.

    'Ignore' is not the blanket response here now. :)

    First of all thank you for the advice.

    What I have done is appealed the ticket and asked for a popla reference number. Grounds for appeal are the fine is disproportionate to the time, lack of good signage and the fact that they don't have sufficient interest in the land. I used a template from pepipo forum.

    I will report back once I get a reply.

    No, I didn't refer to "fine" in my email :-)

    I took the sample email from the pepipoo forum linked earlier in the thread. Lets see what they come back with.


    Dear Sir/Madam

    Reference PCN XXXXXX
    Vehicle Registration XXXXX

    I wish to challenge this PCN

    Your company does not have sufficient interest in the land to be able to offer contracts. Even if it did, the amount claimed would be a breach of the Unfair Contract Terms Act.

    Furthermore the amount demanded bears no resemblance to any possible loss by your client and is clearly an attempt to impose an unlawful penalty. Also, the notices are too small and inconspicuous.

    If this PCN is not cancelled, I require the validation code to refer the matter to POPLA.

    Nice and straightforward, and doesn't even give them who was driving let alone any more info.

    And they won't have a clue about POPLA and will instead offer you the next stage of the local appeal with the Housing Association/Landowner. And in doing so, shoot themselves straight in the foot as they cannot then invoke 'keeper liability' and don't know who the driver was - and couldn't organise a pss up in a brewery anyway!

    The current situation really has offered an opportunity for a new startegy. Where a number of PPC's that have never before gone to court are now issuing proceedings; the requirements of POFA and the BPA's AOS CoP and POPLA can be used to stall their activities. It may require effort but then its exactly the sort of effort that many people feel inclined to put in because they are affronted at receiving PPC invoices.

    I have yet to see one PPC invoice that is POFA compliant and many companies own policies breach the CoP. Why not use these failings to defeat these otherwise pointless cases?
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
