Horse manure problems

Should horse riders be responsible for the manure there animals produce whilst riding around in residential streets in villages and towns?
I live in the middle of a mid size village, and there is a constant, ever replenishing trail of between 10 and 15 piles of manure been left on my street, and also on the adjacent street, where our local primary school is. I have several problems with this. Firstly children play out on these streets, and something that comes out of a horses bum is hardly going to be the safest most hygienic substance that you want your kids to be playing near. I ride a motorcycle, and it causes slippery conditions that causes a hazard, this is especially dangerous when the roads are wet. Other than these points, its unsightly and causes a bad smell, and attracts flies.
I think that riders should be responsible for cleaning this up. Granted it is not really safe to dismount at the point its dropped, but a quick drive round, retracing your steps and collecting any manure you have created on your ride should be enforced. Either that or a ban on horses riding in residential areas.
We as motorists are expected to be considerate to horse riders, I believe this should work both ways, and horse riders should be considerate to the communities they ride through.

Unlike dog faeces, horse dung does not carry disease. It is not a threat to human health. There are no laws against horse fouling in public places and no legal requirement for the riders to clear up.
Best way to avoid is to live in a non rural environment.0 -

I agree with parts of your post, on the basis it stinks and any poo is horrid, whether it can carry disease or not.
I rather dislike horses, and therefore live in a busy city rather than a rural location. If I wanted to move to a rural location and horses were nearby, I would expect horse poo.
You have 3 options IMO:
1. Go and pick it up yourself and use it for your garden / sell it to nearby gardeners
2. Move house
3. Be *that* person that moans at horse riders but they just ignore you.
I'm sure I saw somewhere on the 'net groups of people who actually buy horse poo. You could get a cheap wheelie bin and store it up and sell it! MSE!0 -

As per the previous posts, what on earth made you move to a rural area in the first place. Rural areas have muck spreading, cocks crowing, sheep and cattle being herded along roads, and yes, horses. Its been that way for millenia and the poulation seems to have managed to survive!

I dont live in a really rural area, its a village estate of bout 3000 people (where I have lived for over 30 years) The horse's have only started a route through the estate in recent years, previously they just rode on the outskirts and along the designated bridle paths(for which i have no problem with). Those who say horse manure is harmless clearly have not done any research on the subject as it can contain bacteria like E. Coli, Listeria, Salmonella. Clostridium tetani, and protozoa like Giardia and Cryptosporidium, and even worse if the injections are not up to date. Granted this is not as bad as the pathogens in dog poo, but still not what you want in areas that children play in.
In current times it is not socially acceptable to allow a dog to foul in public, drop a cigarette butt, or any kind of litter, so why should horse riders not collect there waste?
I dont mind horses on the roads, bridleways or even riding down my street, as long as there is no mess left behind, I'm sure the riders wouldn't like piles of manure dumped in front of there house by inconsiderate people.
The council it seems has powers to enforce zones that are prohibited for horses, so ill be petitioning the council for this. At very minimum the riders are guilty of littering.0 -
