    Yes, routers security is often disabled by default. You need to get to the Wireless settings page and then enable WPA-PSK to make your wireless secure. See the screen-shots at the bottom of that linked webpage.

    before i do that i will still be able to use my computer upstairs and my laptop wont i is it just for other people in other houses x

    Yes, provided that you enter exactly the same WPA key into your PC's that you have entered into the router. As your neighbours won't have this key, they won't be able to connect to your wireless and steal your bandwidth.
