Want to go from NTL.. but...

I have NTL. I have just a basic tv and telephone package, the bill monthly is average £22. I have caller display and because I don't pay by the phone and tv bill by DD and I don't have a fully itemised bill - these three things all incur extra charges. Hidden charges.but are included in my average bill which I keep low as possible. I have dial up internet which suits me fine as I am just a light user really. The internet is £12.49 or thereabouts which can only be had if you agree to paying it by DD. Interestingly these payments are still taken, when they occasionally restrict my services - they do this as I'm disputing a premium rate dialler scam, it was a known scam and I feel I wasn't being unreasonable to expect my ISP to have blocked this as it was A KNOWN SCAM. Maybe the attraction of extra income to NTL because of it caused a blind eye to be turned... This continues to be disputed I have support from oftel/ofcom and icstis. This is why I want to change. Though I have asked about changing back to BT, and asked for a comparison , all I was told was use pay as you go. I want a proper comparison in layman's language. To re-cap my tv and phone cost average £22 month, t'internet is £12.49 a month, and is dial up unlimited, which I prefer. Does anyone know plain and simple if there is an equivalent package with BT? I have a BT line from before, it is dead at the moment. I have a headache with it all, and I dont want to get to the stage where due to lack of liaison between NTL's collections and other departments, that they just cut me off, so I couldn't get my emails or have a phone or tv. because I have to call them back every few days their collections department call me everyday and I have to re-iterate the situation all of the time and state that I am not refusing to pay my bill, I pay it, I just dispute the dialler scam charge. While I am at it, is it lawful for them to disconnect me? as I pay my bills on time, I just hold back an amount incurred by the dialler scam whilst its being investigated. I don't trust them !

    You don't have NTL. You have Virgin Media cable service.
    To use any other ISP you need to first get a working BT line, BT are offering free connection until the end of this month.
    Paying £12.79 for dial up is insane, you could get a broadband service for less than that. Either switch to VM's basic broadband package, or dump VM and go to any other ADSL based ISP.

    PS: I'm curious as to how you think your ISP can block a dialler scam? If you downloaded a program that changed your dial up to a premium rate number, then how were they supposed to block that?-your ISP does not control what pages you visit on the internet, and does not prevent you from installing a different default dialler on your PC. Once it was set as the default, how could they prevent your PC from dialing it? It's like blaming your phone company for 'allowing' you to dial premium rate numbers.
