When can someone start making offers for full and final payments?
I have only miss 2 payments is it to early to start offering settlements?
My family have offered to loan me the money now to pay off my debt but will only give me around 60% of what I owe. They do not want my interest to build up.
Is it good to make small token payments in the meantime?

I don't see why you cant start offering now..... mention that your having to beg steal and borrow just to pay them and obviously your resources are running low!!!!
Do not offer 60% though i would start at 30% then they might say no we want 50% and you say 40% etc start low and work you way up basically - you can't lose really

Im hopefully going to see if i can make some full and final offers to my credit card companies soon but as im claiming back charges from them i doubt they will be interested in accepting what im gonna offer but you can only try i suppose. I would be happy if they just knocked off the bloody charges to be honest as its quite abit of money (see sig) 2 of them would be cleared if i could get it back so im gonna hang on abit see what they say to them.
I think you should go in at around about the 30% mark to show that you are being serious if you go in with anything too low they might just laugh at you and tell you where to go. Try and haggle see what you can get.
I would say its best to start offering when you have the money to pay them as i know some of the settlement offers expire after a certain time which can be anything from 2 weeks to a month they dont normally have them open for ages.
