Fixed rate retail bonds within ISA

I have noticed a number of commercial retail bonds being launched recently, paying 6% on a 5 or 7 year terms.
Can these be subscribed to within a stocks & shares ISA? What happens at the end of the term, can the allowance be transferred into a different ISA?
Specific example here is the IPF PLC bond just launched through Interactive Investor, 6.125% until 2020.
