I've had a nice email from David at Scottish Power confirming that they have been charging me incorrectly. I will be asking him to look back at their records for this property and ensure that previous tenants have their accounts looked at to see if they were overcharged.

I'll let you know what the real bill amounts to, but once again, very many thanks to you all.

Another thing to watch out for if your meter is changed...obtain from the meter person the relevant card which stipulates the old meter reading and the new reading.

    Cross check it.

Ensure that the label on the front of the new meter is filled in with old/new readings and date.

Note that new meters do not always start with 0000 as refurbed meters are often used !

If you live in new build flats, make sure that you are paying gas for the right meter as the pipes often get crossed. You can do this by operating you heating late at night and getting an observer to see which meter starts and stops when you turn the heating on/off (mobile phones required to co-ordinate!) When you are satisfied you have the right one, write your flat number on it and cross check the meter serial no with the one held by your supplier.
Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..

Have you checked by the meter to see if there is a card giving the date of the meter change and readings at that point? Either way, you'll get a rebilling from the start of your occupation, assuming that the meter change was prior to that date.
