I've never seen the backend of the technology however the reponse i've had from those who built and are running it. "We can see where traffic is coming from, we click from MSE, we see their ip address and that is recorded in rafflecopter, we can exclude them."

However we know not everyone reads the rules, it's day one and we're not that mean (honestly)! Line in the sand, day one entries will be allowed however going forward we will be excluding.
