Just noticed that the letter was sent after the 28 day appeal period had already passed so the "How to Appeal" paragraph is obsolete... not quite sure why they include that bit. I guess I'll be ignoring it then...
ETA: Actually... it says you should appeal "if you wish to appeal against this notice ... you must do so ... no later than 28 days from the date of issue.." does this mean appeal against the 'fixed charge notice' or the 'notice to keeper'? It's not very clear!0 -

Do not ignore Napier.
Do not pass up your ONLY chance for an independent appeal. You can appeal against the Notice to Keeper so do as I suggested already, first of all, tomorrow, write and ask for evidence & information 'so you can decide whether to appeal'. Do not say who was driving, just say as the rk you have just got this letter and in order to understand your position and in order to consider whether to appeal you need their evidence about this allegation, photos of signs, etc.
Your clock has already started ticking from the date of that Notice to Keeper. Don't waste time now, try what I suggested and diarise (let's say) 'day 25' to give yourself a couple of days to get an appeal in if they don't actually reply like they did to the other poster. You WANT them to reply like they did before...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
