Parking in disabled bay without blue badge - sorry

I've just spent some time debating a recent parking 'fine' with my friends, googled it and it brought me to this forum.
I read many posts with similar incidents to mine; parked in a disabled bay in a private car park to deliver something to a cinema, I left the keys in ignition with my mother, who is a named driver, in the passenger seat. My mother was shocked to see a stranger take photographs around the car and tried to explain, but as I had no blue badge the CMS ticket was issued with haste.
So, the previous posts all suggest I should ignore the 'fine' (sorry, invoice!) but then I realised the posts were from 2011 - I've since read posts about POPLA appeals.
Excuse my ignorance, but does the 'ignore it and continuing letters' rule still stand now? Or have new rules been sanctioned?!
My friends argue that I HAVE to pay up...and my mum says I should to be a good citizen!!!
Please could you give me some guidance.

Get new friends = total idiots.
And please do let them see this reply, I make NO APOLOGY when I slag off the often downright stupid British public for falling for scams so flippin' easily. If people weren't so easily fooled, obviously with more money than sense, then the scammer PPCs would not make any money and would fold.
And you parked in a disabled bay WHY? Was one of you disabled, if so then OK...
