Hi There I have some old Cash ISA's from previous years, these ISA's have had £3.5%, but on maturity will soon drop to low interest rates. (ie: something like 1%. I would transfer personally and avoid the withdrawal method as per your initial plan. As stated earlier, this will keep your options open despite you mentioning the slim possibility of adding new money this year.
