Deposit held until bills are paid

I do have the meter readings, the problem is not the bills, but the landlord... will/would he yield and release the deposit if I sort out the bills? shall I even ask? should I be suspicious that he wants to keep the deposit until the bills are sorted? that's what I'm asking. I can sort out the bills, that's no problem (I think).
anyway, I will contact the deposit holders tomorrow and see what happens. thanks to everyone who contributed
Sort out the bills first!!! .... then you question and suspicions become irrelevant. Come back and ask again IF the deposit is ACTUALLY withheld for some reason you don't agree with.0 -

my money is "protected"(?) (I hope) by http://www.tds.gb.com/ who have mostly sent me bland, useless standardized emails in response to my queries. at long last they said I could file a dispute, but this is not really a dispute in the sense "the broken window is not my fault, so I'm not paying for it". can they "force" the landlord to release the deposit?0

The fact is that LLs should not be interfering with the final bills for your gas/elec accounts if you are responsible for paying them.All the LA/LL needs to do is pass on your details and the meter reading and any non -payment would see you (not the LL or the LA) being pursued by the utility company..
Anyone can set up in business as an LA-no experience, training, qualifications, regulation etc required. It should therefore come as no surprise that many of them make the "rules" up as they go along.

You may have to sue your former landlord via the small claims if he/she does not return your deposit0

Has your LL given you the scheme's " prescribed information"? If s/he has not then you can pursue the matter to court - errant LL would be ordered to pay a penalty payment to you of between 1 and 3 times the deposit equivalent.
In the meantime there is ample guidance on the TDS website - make use of it.0 -
