Best rate instant access ISA

So, I posted about the Leeds BS ISA...sadly I was away could not open it and now it is closed.

Can anyone tell me the best instant access cash ISA..allowing transfers in and deposits throughout the year?

    2.3% being the best transfer-in rate depresses me. So glad that Nationwide screwed up their Flexclusive ISA T&Cs. :D

    For deposits throughout the year, you could consider a (non-ISA) regular saver. Despite being taxable, some pay more than you can get from an ISA. Can transfer the balance to an ISA on maturity. Unfortunately, timing works against using this year's ISA allowance, unless you choose a reg saver that allows at least one withdrawal.

    Or I think there are some regular-saver ISAs around.

    Do you have to keep the ISA pots together ? Could use a new-money-only ISA for this year's allowance, and an allows-transfers one for older money. (Could transfer the former to the latter at the end of the year if you do want to consolate.)
