Hi - thank you guys for the prompt replies! I won't pay & will see what happens.
The reason for the concern was that the DVLA website seems to indicate that any parking company can request your details, prvoviding they can prove they are legitimate, & there is a parking scheme in place... (see below) this guy is obvioulsy a bit "tricky" but, he does seem to have a parking company & I think there is a sign on the pub wall (need to double check this) that says for patrons only, so a parking scheme..... so it isn't that black & white then?

Companies requesting information to enforce parking fees must provide details of their business activities along with evidence to show they are acting on behalf of the land owner, that a parking charge scheme actually exists and that motorists are made aware of the scheme in force.0 -
It's good you are researching this, we encourage everyone who are faced with such a situation to do the same.
But I refer you to post #3 above, a parking company must be in an accredited trade association (ata) to request registered keeper details, the only ata in existence is the British Parking Association (bpa) Approved Operator Scheme (aos) , if they are not in that they cannot legally get details from the dvla.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Yep but only if they are in an ATA - and there is only one ATA at the moment. See post #38 here which is one of several times we have established this as fact:

I can confirm that a private parking company needs to be a member of the BPA’s approved operator scheme before the DVLA will release vehicle keeper details to them for the purpose of issuing tickets or chasing non payment.

Just received a ticket today from this "cowboy", done some research on this company, he uses mail box etc for his company address, signage is as good as 1st floor height so not sign properly. Website does not work for paying, so obviously a con. Went back with a camera for evidence to challenge and mark sullivan or martin sullivian as he can be know as, was ticketing some other poor person, and asked why i was taking picture of signage challenged him about previous companies and ccj's and he walked off! and apparently this company N force Security ltd had only been operating a week so complete separate from oters he stated frontline was a previous company of his! Not a member of BPA but yet the main keyivr website states they are!0

Report any PPC to the BPA and DVLA if they use words like 'fine' or 'penalty' and/or are claiming to be members of the BPA AOS scheme and/or pretending on their signs or fake PCNs that they can get DVLA data. They cannot.
Complaints and pics of signs and 'tickets' to:

and the BPA email can be found on the BPA website.

Hi All
A quick update on this thread, have heard nothing from the company (or should I say guy!) until today, when an answerphone message was left on our home phone from N Force, saying that they are calling about the parking fine, & can assure they will be calling back!!!
I am a little perplexed & concerned as to how he got my phone number, as we have only lived in the property for 9 months & I don't even remember what it is!
Any further tips/advice?

You need to contact the dvla on this I think - foi@dvla.gsi.uk - and ask them if keeper details have been accessed for your vehicle, and if so who has done that.
