If I were to transfer to another provider now to get a decent rate and later this year a new better rate comes to light, can I do another transfer this tax year to another provider? I would therefore still only have one ISA in a tax year.
(No penalties from new provider for withdrawals, I've checked)

You need to look that the T&Cs of your new ISA. Some let you transfer whenever you like, others have a hefty penalty if you transfer before a certain date. The latter applies to fixed-term ISAs.0
