A good site to check if they are telling you the truth or a few port pies is https://www.kitz.co.uk
If you are only supposed to get 1mb and your receiving more then all the best to you :D Happy Days.
Your line speed will fluctuate with various factors such as how many others are on the same exchange, what they are doing. For example of someone is downloading heavy then your speed will fall.
Sadly the telephone copper cables were never designed for data, so using data over them its classed as a best endeavor network.

Fairly common for old lines to deteriorate .

But it can also be the ISP/ Exchange at fault .

You also really need to test line from the test socket on the master socket to eliminate internal slowdowns .

Go to this site and run the tests, you will also be able to see what your IP Profile has been set to. Your ISP can set a slower speed than the line can handle. After running the initial test for line speed and PING, run the Diagnostic (button below)

    Hi there,

Sorry if you've tried it already, but have you raised a fault through the wizard at http://faults.plus.net ? That'll go straight to our faults team and take you through all the necessary checks rather than meaning you need to speak to an agent on the phone. If you have, please post the ticket ID in here and we'll take a look at your account and see what we can do.

    Hope that helps,

First, test at http://www.dslchecker.bt.com/adsl/adslchecker.welcome, to see what your line can actually take. If it's 1Mbps and you've been getting 1.7 until now, you'll just have to count your past speeds as sheer good luck I'm afraid.

Test at the test socket, using a new microfilter as shown.

Then, as Matt suggested, raise a fault online.
Sorry, but the customer is not always right. Often, you're very very wrong.

As a trained engineer I do not believe in luck, if I was getting 1.7 ,then for weeks or even months getting 1.5 then it drops to barely 1.3 something has changed I am beginning to believe that the speed profile on my line has been reduced
