Another home for your 13/14 ISA allowance could be the Nottingham Regular Saver Starter ISA Issue 3 - 4% fixed for 12 months, 12 deposits from £1-£480: http://www.thenottingham.com/savings/starter-isa-issue-3/

Although it says branch access only, it is possible to open via post if you fill in one of their application forms and send a cheque.
