Deadline 12/13, what does it mean?

I keep on this site about the ISA, the deadline to open an ISA 12/13 is in 2 days, use it or lose it etc. What does this mean?
I wish to open a new ISA for 13/14 as Halifax (my 12/13) is well low, I am looking at Santander, is this what that means?
