I don't understand the paper bag issue. I can see and even applaud the move to rid the country of non-biodegradable plastic bags but what's the problem with paper ones?

Because the DOE believe that paper bags are just as bad for the environment, as when they break down they release C02 !!

So this tax applies to "single use bags".
What happens until you use a 'bag for life' twice? At the time of purchase, you're only using it the once and might not do so again.
Should you have to pay the tax on these and then send in two receipts to apply for a tax rebate?If you fold it in half, will an Audi A4 fit in a Citroen C5?
