LPS Ltd Parking Charge Notice - Am I right?

In Scotland if it makes a difference.
A friend has received a parking charge from Local Parking Security Ltd (LPS) for £60, or if paid within 14 days they will accept reduced amount of £40.
I said you don't have to pay that - you only have to pay for tickets issued by the Council.
She gave me a photocopy and (after googling) I can see that the building and land is owned by the Council.
There is also a paragraph which states:-
"This parking charge has been lawfully issued and the collection procedure will be processed in accordance with the administration of justice act 1970".
I assume that she should now pay it?

No it doesn't mean you should pay them, if they are acting for a council it should be penalty charge notice. But I notice on their website that they say they issue Excess Charge Notices, this is a claim of authority and should be complained about, if your invoice says those words complain to the dvla below.
In Scotland you don't appeal to private parking companies you ignore them completely, unless they issue a claim, which most of these idiots think the mcol process applies to Scotland

Issue Reason - Parking without displaying a valid ticket.
My friend's words to me:- "We were running late for the concert and they directed me to a car park that I hadn't been in before. I looked around for ticket machines, couldn't find one so went in".
I don't drive so have no idea how to deal with these.

It is a fake ticket, impersonation of a real one.

The administration of justice act relates to civil procedural rules of suing someone, just a load of made up tosh to fool people.
Ignore.
There will be more charges if she pays or not, because it is a scam and they will claim she paid late.
Ignore them, prepare for stupid letters from fake debt collectors and fake solicitors.Be happy...;)0 -

Yes but she has grounds to ignore the scammers! Do you think our advice is erroneous then ? We have been advising thousands of people in the same manner, so does pepipoo, CAG and pistonheads and numerous other websites, but tell you what don't just take our advice for it.

If it was a real council ticket it would say 'Penalty Charge Notice', which shouldn't be ignored. Any other wording, ignore.0

Agree - this makes no difference. It's a fake PCN, not a fine at all, not a real one. And it's in Scotland so there's no appeal worth bothering with.

To be completely clear, if she pays then she's got more money than sense - it's that much of a scam that people who pay are either naive, uninformed or stupid. And I hope your friend is none of those things.

Please show her those links as she MUST NOT PANIC when she gets those usual tedious, computerised template Solicitor's letters as shown. They are just part of the scam and mean absolutely nothing. But she needs to be familiar with which letter will come next as it stops them being scary and makes it quite funny!

As you can see, the scam is so well known there have been threads about it and Watchdog programmes about it for many years.
SHE MUST NOT PAY NOR APPEAL, DO NOT GIVE THEM ANY INFO ABOUT WHO WAS DRIVING. IT MIGHT SEEM REASONABLE TO APPEAL BUT DON'T.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
