anyone ever complained to INAC (Portugese CAA)?

CAA won't accept my complaint as flight originated in Portugal, had to use google translate to understand their website http://www.inac.pt and the form there only seems applicable to writing to an airline. I've banged off email to them anyway and if I don't get a satisfactory response I'll go through ECC but just wondered if anyone had any experience of dealing with INAC?

I wrote to them on 7th March at the address listed here http://ec.europa.eu/transport/themes/passengers/air/doc/2004_261_national_enforcement_bodies.pdf
Have not heard anything back from them yet, but will update when i do0 -
I received a reply yesterday (10th April) from INAC just to say they had received my letter and would now investigate my claim to see if regulation EC261 had been breached.
The letter said they would write again with the results of the investigation once completed.0
