Ultimately, you're never going to prevent fraud 100% of the time - however, it's enough to deter anyone casually trying to commit fraud (it would be a particularly callous pet owner to wait 2 weeks whilst their pet was suffering before going to the vet).

The vet would likely know how long the animal had the condition for, though.

Helps to stop people standing outside the vets taking insurance out, Then going back in and saying yes do the treatment then filing a claim.
