it appears that ( in the case of California) private parking tickets have a simalar status to those issued in the UKSomething like (in a restaurant car-park):
$1 per 15 minutes upto 2 hours [sign didn't say what happens if you spend more than 2 hours in the car-park, most likely the charges will stay the same at $1 per 15 minutes], or free with parking validation from the restaurant.
