Premier Parking Solutions PCN

I got a PCN back in December from Premier Parking Solutions after I had paid for a 24 hour stay in their car park. When I got back to the car I saw they had given me a ticket due to no ticket being displayed, I then saw that my ticket had been blown off the dashboard and that I had to pay a £100 or £60 if paid within 14 days.
I thought I could just send them a letter explaining what happened and send them the original parking ticket I purchased (I sent the real copy but took photos as evidence... I now know I shouldnt of sent the real ticket) I thought that they would cancel the PCN in good faith... Unfortunately these scammers were to busy trying to get money out of me rather than looking at my situation. They completely ignored the fact that I had paid for the right to be there and supplied them with evidence and that the it was out of my control that ticket blew off the dashboard...they decided to reply with the car parks rules and regulations and stated at the end of the letter "the pay and display ticket you have supplied is not on display in your vehicle" "We are therefore unable to cancel the parking charge notice". I was so frustrated with this I replied once more stating that they were being unreasonable and that they had lost no money from me being there and also I requested they send me my original parking ticket back so I could appeal to POPLA and also to freeze the PCN until I have received this so a fair contractual agreement can be made... for the second time they then replied to me by saying they uphold the decision to issue this PCN and they ignored my request to send me my parking ticket back and freezing the the PCN. They stated on the 24/01/13 that payment of £100 was needed in 2 weeks to avoid debt recovery proceedings, incurring additional costs.
I then realised I should not of replied to them as now they have my name and address. I decided to ignore them and on 6/03/13 I recived a letter from CCSCollect a debt recovery agency asking for £127.50 by 15th march, it doesnt state why the cost has risen either.
I decided to ignore this letter from CCSCollect but I'm just wondering if the best option is to carry on ignoring them or just pay the PCN?
Premier Parking Solutions are a member of BPA (British Parking Association) so i emailed BPA telling them that Premier Parking Solutions ignored my previous requests and acted unfairly, they responded by asking for my details (PCN number, Vehicle registration ect) but I'm still awaiting for a second reply from them.

I've posted on here as I need some advice as it has caused me a lot of stress.

My brain has melted I can't read that block of text on my phoneWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

When they rejected your appeal they should have provided you with a code to enable you to make a further appeal to the "independent" tribunal POPLA. This code must be provided within 35 days of that rejection. As they have not provided the code their case falls & they are in breach of the British Parking Association Code of Practice. You should complain to the BPA & the DVLA regarding their non-compliance. You also need to send a letter to the debt collectors stating that you deny the debt that they must refer it back to their client & that any further contact will be considered as illegal harassment.0

You are talking to a Brighton fan here though and I don't normally help MUFC fans...but I do work with one (a 'plastic' fan who has never lived in Manchester - no change there then!!). But I hate the scam of fake PCNs more than I detest certain teams...bear with me...so here's my advice:
You have wasted your time as this bunch are scammers like all PPCs, they were never going to cancel that ticket as that's profit to them. It's not a real fine and they are not involved in 'parking management' at all, just a protection racket - so they were never going to respond with anything except a standard rejection 'give us the money'.
But in your case, you WILL NOT be paying this.
But you can/could have take it to POPLA (independent appeal) if they gave you a POPLA code and it was only a couple of weeks ago that you got the rejection - assuming this was in England/Wales, you can't tell with an MUFC fan of course, unless you are a real one, that rare breed from Manchester?!!
Also you can follow up your complaint to the BPA but you've been taken in about them as well! The BPA are just an 'old boys' club for members of the parking industry, they act for the PPCs and are not a regulator.
They will tell you that the PPC has acted OK 'blah blah...' but it's worth the complaint anyway as the BPA has to log the number of complaints against PPCs.

This should not be stressing you out, it's a scam. It's NOT a real parking ticket at all, private parking tickets which impersonate real 'PCNs' (same acronym but without the word 'penalty') are a well-known con in Hospital, retail, supermarket, cinema, railway (indeed any private car parks) and the scam has already exposed by Watchdog loads of times:

Is it to late to appeal to POPLA now? Is it even worth appealing the them now?

I assume that aside from the POPLA form that it bears a POPLA code.
It is always worth appealing to POPLA - in 60% of cases the invoices are overturned. POPLA appeals must be made within 28 days of your receipt of the rejection of your representations to them from the PPC. There are occasions when the assessor can waive this deadline. You will need to explain the delay.
Although you seem to have lately discovered that the PPC is only interested in your money - that is all such companies are interested in.
Before we go any further, what was the exact wording of their signs?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

If you can't go to popla just ignore them, they are not going to overturn anything, you are asking them to turn down £100. This will never get to court as you paid to park, and proved that fact.
