ex partner moved out !! am new account holder

in Water bills
In 2007 i moved in to my house with partner she was the account holder. in 2010 she moved out and moved the bills to my name in 2012 my bills doubled and i phone anglian water to ask why the bills were so high and was told it was usage !! turns out they refuned my ex £170 then back dated my bill to 5 months before she moved out and also never took a final meter reading when she moved out. am i liable for something they refunded.... this is a short version but they also put a daily usage 0.15 for three adults when she was here and 0.38 when i am here on my own and as they never took a reading when she moved out my next metre reading was not till may 2011:T

i honestly dont know why they have refuned her !! it has only just came to light before christmas !! am i legaly obliged to take readings !! as i told them that its there metre and i dont own it...... today they credited my account the money they charged me but they told me at first it was my usage obviously i have had cost as firstly they said i may have a leak so i had a plumber out ...... then they sent someone to do a flow and leak test and he said he did a flow test which he never and i proved that and he came out again ..... they keep changeing the daily average to suit them selfs0

Ultimately how can they expect me to pay for a period they refunded yet not show me the bill because of the data protection ack !!0

what you need to do is take a reading today including red digits, then take one again in exactly 7 days, and phone them in and they can work out your average , this all boils down to not giving/taking a start/end reading when your partner moved out, which isnt the water companys fault thats down to you/partner0

I understand that a metre reading should of been given. But how or why did they refund her payments she was the bill holder from 2007 -2010 so is it fair to expect me to pay for this 2 and half years later. Bearing mind they back dated to a time before I was account holder. And when I phoned up to ask why my bill had doubled in dec 2012 was told it was my usage. And not usage before I was the account holder0
