    I think the only way is to get some proof from the other side that the number was correct.

    if the landlord gave you the wrong account number and you can prove it, for example he sent you an invoice quoting the full IBAN, he should pay the costs - i.e. you deduct the £32.99 plus the original £8 from the amount you re-send him (to the correct a/c number !).

    I suspect part of the refund will represent a loss on the buying and selling of Euros.
