Sediment in 1 year old oil tank?

Hi, just over a year ago we had to get our oil tank replaced due to a leak, the oil was transferred to temp tanks then put into the new 1200l bunded tank. The old tank was never fully drained (about 2" left inside it) so I'd hope the sludge remained in there. We've also had a couple of oil deliveries since then.

Anyway, recently my watchman indicator showed it was nearly empty so I looked inside the tank with a torch and noticed that the bottom of the tank looked like it had a fine layer of golden sand/sediment. I'd not seen this before but to be honest only ever looked when it was filled up. Is this normal in a bunded tank and should I worry?

I have an oil filter on the tank.
