Is there any bank account that offers a debit card instead of a cash card?

Unlikely as a debit card could in theory allow you to spend money you don't have, and I don't know of any savings accounts with an overdraft feature.0

The NatWest First Reserve savings account used to have a Solo and more recently Visa debit card (I don't think it has a DC any more).
An online full auth card wouldn't permit an overdrawn balance, errors could potentially occur resulting in an overdraft I suppose, but this would be unlikely.0 -

I asked. They said as long as you have a "Burmese passport" you can't open an account. You need a passport of a "non sanctioned" country.Are you sure? I thought Lloyds are quite happy to take on UK residents if they are either EU citizens, or have permission to stay in the UK for more than 12 months.
