Imo it's far better to buy a decent phone outright and use one of the superb SIM only (30 day commitment) deals out there. They range from nowt (believe it or not) upwards.
As regards the phone, would all depend what you would be willing to pay. At the budget end, the Huawei G300 at £85 is arguably the best budget smartphone.
If you are looking at the high end but want to pay a midrange price have a look at the Nexus 4 direct from Google play store - starts at £239 and has a spec of phones a couple of hundred pounds more expensive.

I think Tesco are the only ones that offer capped.
I would start at billmonitor.org, put in what you want in terms of mins, texts, data and length (12 months) and the device you want.
Or for a 1 of cost of £15 get an ovivo sim paired with a sim free mobile. You get 150 mins and text, 400Mb data free each month. The £15 is used as credit when the free allowance is up. Its not capping as in the way Tesco do it, but it restricts the bill they can run up so I would certainly look at this. If he needs more minutes, virgin do £12 a month for something like 1200 mins 1GB of data and so many texts, this is a rolling 30 day plan so you can move at short notice.0 -
Contracts? don't teach him to start life living on credit... here is what I would do..
One of these perfectly capable smart phones on O2 PAYG
Amazingly its only £49! don't think its rubbish, its because its locked to O2 so they are subsidising you getting a phone worth a lot more than £49
Then go to GiffGaff and order a SIM, you the parent should keep control of it don't let him have access to the web account. Set up auto recurring £10 'goody bag' against your credit card and stick another £5 credit on for emergencies.
Then he just gives you £10 a month from his money and its all sorted :T. The O2 phone will work on GiffGaff as they use the O2 network.
+++++ very important do NOT enable AUTO TOPUP on Giffgaff not needed and increases your risks a lot ++++++++
He will get over 4 hours calls, unlimited texts (vital for teens) and 1GB of data per month. (not forgetting using wifi at home)
So that is it for as long as you like a month, a year, 3 years it will be just £10 a month, anything changes you can just go online and STOP the arrangement, you can sell the phone, buy an upgrade, switch deal, total freedom.
Worst case if he uses all his monthly 'Goodybag' allowance or the phone is nicked or lost, the £5 emergency credit will be used then that's it, the plug is pulled you don't get landed with huge charges.0
