    Beg to differ, it's the same as the parking attendant walking around with another parking attendant so long as the dog isn't posing a threat to anyone.

    I'd assume he works in an area where he may be attacked, or does security dog patrol work when he's not sticking envelopes to people's cars.
    Yes it's overwhelming, but what else can we do?
    Get jobs in offices and wake up for the morning commute?

    There is legislation on guard dogs for one thing there have to be notices warning that a guard dog is present.

    Of course it's different. Perhaps you would like to provide us with links where someone was convicted of possessing an offensive weapon whilst walking a dog in a public place...
