why can I only get the £17 package in my area but not cheaper or free. I have the £15 package for T.V. only but if I want broadband I must pay £17 I do not understand why If I can get one why not all. Is it a con If I had the £40 package would I get free broadband Is there any one with the cheap T.V. also got free broadband?

Its to do with bundled and unbundled exchanges . If there are no unbundled exchanges in your area , you wont be able to get the cheap BB as they have to buy it wholesale from BT .
Some ppl have been told they can get the cheap BB in their area , and when they get their first bill they have been charged the full £17 as they were lied to .

Whilst the question of telephone exchanges are correct. Did offer to change you when the exchange was "unbundled," and check the exchange to see if it is?
I have had similar experience;

In August 2006 Sky offered Sky Broadband - free/low cost broadband connection to their digital TV subscribers.

In September 2006 Sky offered to potential subscribers who they could not immediately add to their free/low cost service, their Sky Connect Service at £17 pm with the promise in an email;

"If you choose to take Sky Broadband Connect, we’ll automatically switch you to Mid when it becomes available."

Sky Broadband as been available in our area for some months now but strangely Sky will not transfer me until convenient to them, preferring to collect £17pm rather than the £5pm for Sky Broadband Mid.

I have complained to the ISPA https://www.ispa.org.uk where here is an online complint form as Skyare doing nothing.
