    Enclose a printout of the BBC article and TELL them that it's a breach of the Equality Act 2010 and that if they pursue the 'charge' you will sue them and the owner/occupier for monetary damages. State that a disabled visitor is legally allowed longer to park and that they have failed in their duty of care to disabled visitors and will exacerbate that failure if they then illegally harass you over this 'charge' any further. Your mum does NOT have to get involved but I do suggest enclosing a copy of her Blue Badge as well (just a photocopy of the front and back and if you prefer, cover her name to protect her identity - but do not hide any other details).

    Do not make it a long challenge. Two paragraphs maximum - with the two enclosures - and not 'asking' for it to be cancelled, telling them! There should be no word 'appeal' in there at all (the word challenge is stronger) no 'please', no 'thankyou', not even a 'Dear Sir'. Not even 'I feel it's unfair' which is too emotive and needs to be a stronger statement.
