I am using Skype-out to phone my parents mobile who are away for 9 weeks touring Europe.
Do i pay for all of the call or do my parents pick up part of the cost as they would if i rang them using my mobile?

When I was in this situation, I got my parents to text me when they're next to a phone box and I'd phone them on that.
It was cheaper to phone a land line and they dont pay the roaming cost.0
