It makes you wonder why they bother with BASEL. It has been circumvented and sidestepped since inception."If you act like an illiterate man, your learning will never stop... Being uneducated, you have no fear of the future.".....

Treasury Leak Entire Budget to Standard Before Osborne Up
Their embargoed look at the budget has leaked before the Chancellor even stands up:- Planned fuel duty hike scrapped
- 1p off a pint but cider up 2p, wine up 10p and spirits up 38p.
- Borrowing up to £61bn
- Income tax allowance will rise to £10,000 by April 2014
- Corporation tax cut to 20% by 2015
- Growth will apparently reach 1.8% next year, 2.3% by 2015. No Triple Dip.

Keeps the housebuilders sweet.
I wonder what the premium/cost will be for the buyer?
I didn't really follow how the 2nd purchaser equity scheme provides a return to the exchequer. Is it purely as a percentage of capital gain or is there an insurance cost associated with it."If you act like an illiterate man, your learning will never stop... This just p*sses all over it.
Banks will be fine. It's the taxpayer at stake now. At stake to a tune of massive amounts of money. The NHS costs less than the amount they are willing to gamble on houses.
When they said "whatever it takes" - they meant it.
Note they only plan to build just 15,000 homes too. It's the absolute worst possible outcome really for the majority, it just means higher prices and higher debts, and the taxpayer at risk of everything that caused the financial crisis.
It's not really helping anyone, but the media will report it exactly how the government want it seen.
Edit: The economist has tweeted that this is a very bad idea. Brings back equity free subprime loans to the UK.0 -

That game has been over for several years....
But this will engineer the start of the next boom in prices in time for the next election, by enabling many more people to buy. Which will then enable many more houses to be built. And create a virtuous cycle of positive economic growth.
