    Beer duty escalator permanently scrapped.

    Other alcohol taxes remain as planned.

    Guarantees, not spending, so doesn't affect balance sheet.

    Just enables banks to lend more freely at higher LTV from 2014. Bypasses cap withholding restrictions currently limiting mortgage lending.

    So it's effectively an additional 130bn of high LTV lending on top of todays lending levels.
