Not really, sure you can open a banking product such as a credit card or savings account and request the bank to setup a DD on your behalf, but you can't do it yourself, and I've not seen a bank allow it between current accounts, which is what the OP is talking about.
You are right, you can't do it for Current Accounts (unless I am missing a trick).
But you can do it for a whole host of other accounts. And yes, it would be the bank who actually sets it up, but the bank will do as they are authorised to do by the account holder. Never mind the semantics over whether you can set up a DD yourself or not --- fact is, you can instruct a bank or Building Society to take money into your account by Direct Debit from another account of yours. Which seems to be all the OP was after.
Depending on the bank/account in question, you can submit your DD authorisation using internet banking, or you might have to send a form and stuff by snail mail.0
