Wierd intermittant problem

I am with talkmobile and have a HTC Desire.
Every few months I have been experiencing a problem which is extremely annoying.
When someone tries to call me they get put straight through to voicemail. My phone does not ring or even register the call. Also when I try and phone occasionally the call ends before (or maybe just as soon) as it begins to ring. The last time this happened the problem occurred 100% of the time; this time it happens probably around 50% of each attempted calls.
I think there can be 3 possibilities for this:
1. Problem with the network.
2. Fault with the phone.(don't have a spare to check)
3. Fault with the sim.
Has anyone else experienced anything similar and managed to get it sorted?
(edit: The signal strength is fine)

    It's a vodafone thing. They have the worst call connection record of any mobile company in the UK according to root metrics. every 1 in 9 calls will fail or go through to voicemail.

    It is worth swapping the sim though and trying a different phone.

    Wow that is very sloppy if true. For performance as bad as that, they should be forced by law to declare on all their contracts, retail outlets and homepage of their website that they cannot connect customer with reasonable reliability.

    My maths is terrible, it's closer to 1 in 12/13 but that's still not amazing.

    Root metrics have tested across the UK and Vodafones call drop/disconnection/block rate has consistently been the highest throughout most of the cities including London. But that might not matter, it could be the phone or something.

    As a new user i can't post links *grumble grumble* but if you go to google and type in "rootmetrics cardiff" then click on the link in the first result then on the website you click on the call tab at the top of these web pages you can see the rankings and detailed reports-

    Also google rootmetrics London, Sheffield & manchester and you'll see that Vodafone comes bottom each time with call failure rates of up to 8%
